Mr Liu has wide experiences in the public sectors, covering high-level import and export negotiations of the materials and equipments for the Ministry of Railway of China.

Career highlights include:

• On behalf of China Railway Materials Commercial Corp. attended the tender, bid, negotiation and signature of those import contracts valued about $US600 million which were under the loan of The World Bank and The OECF of Japan for the Chinese railways construction.
• Leading and participate the 50,000 Mt rails export to Pakistan under the Export-credit of Chinese Government.
• Leading and sign the contract with Namibia for exporting the railway locos and rolling-stocks valued more than $US50 million under the Favourable Loan from Chinese Government.
